Book about two brothers who change shape (Solved) [s]

I read this in the late 80s. It was about two brothers who could change shape. I think one was a wolf and the other was a hawk. One of the brothers lost his arm and was supposed to kill himself but he chose not too.

I know it is not much to go on but that's all I can remember.

This sounds like it may be Jennifer Roberson's Cheysuli series. First book I think, Shapechangers. Finn is a wolf and Duncan is a hawk. They are supposed to die if their animal partner dies, but Duncan is imprisoned and can't die when his hawk is killed. Also anyone maimed is supposed to commit suicide, though I can't remember if Finn loses an arm. Later on in the series various family members have issues with these traditions.
