Well you don't know comics very well so let's just do our own story.
Okay. So, city or country, what powers/non powers?
... Before that...We need to decide what we're doing
I mean what exactly kind of superhero are we doing
Um... what do you mean? Power wise? Personality/? Plot?
Before we get to the baddies we need to know the heroes and how they come together. Things like that.
Do you recommend one or should I make one?

Hm, moles, weak people alongside strong, insecurities, teamwork, rivalries, inner hatred, yet forced companionship because of gov?
Well, either isolated imprisonment or forced community service? Offer. One is a spy for the villains and hates the gov. Others might hate, but go along. Various super powers, just bundled together. Really a mixer.
Criminals who are forced to work for the government.You need to watch the Suicide Squad movie. XD

But. We should throw around a couple more ideas before we decide.

There's multiple runs that I've only seen some of. The latest ruin in the new 52 has Harley Quinn and other popular DC villains in it and it's extremely popular.
I was thinking a more strange boarding school like Hogwarts. But.. Kinda?Is that what you want to do?
