The Giver

I have not read the rest of the series, so correct me if I am far off here but....
I am wondering if the Giver was preparing his own children for life outside of the city they were born. All the Giver and his receivers had "light eyes" (Giver, Jonas, Rosemary, and Gabe (and Katherine but that is left out there)). He says he wants to be with Rosemary towards the end and it is possible he was "giving the memories" to Jonas of where to find them when he stumbles upon the sled and hears the music. That is actually exactly where the Giver wants him to go and where the family would meet. I have a feeling that the whole book led up to a way for the giver to send off one person to break away his own lineage from the city and at the same time give the memories back to the whole population. Thoughts?
