Denethor doesn't seem to care much about his people. Gandalf, Aragorn, and Theoden go to battle with their people, while Denethor stays in saftey sending the others out to battle. In fact, somewhere he says that a king's job is to stay safely in his stronghold while others fight, and that Boromir didn't believe that and that was his only fault. If Boromir had stayed in safety he wouldn't be dead.
