Peeta doesn't resent Katniss for leaving him. He was involved in that decision too. He does resent the fact that she was rescued and he left behind because she was considered more important.
By the time the Capitol is ready to fall, Katniss's role as Mockingjay is redundant. Propos could be made without her. And, as Boggs points out, Katniss is regarded as a threat by Coin if she doesn't think that she has Katniss's full support when it comes time to choose a new leader. Coin is suspected of wanting Katniss dead when he sends an unstable Peeta to join the squad.
The motivation for Katniss wanting to get to the Capitol is the desire to kill Snow out of vengeance. For Peeta. For district 12. For the Hunger Games. To Katniss, that's all she has left. She doesn't expect to survive.
What do mean when you say that Finnick's and Annie's marriage represents the fight against condemnation?
