In some groups, yes, that happens. But not in other groups. Looking at the most recent complete read of the Western Canon group, for example, for an eight week read the first week, as you say, was the heaviest, and the last week the second heaviest, but while the second week dropped off a bit, after that the threads were all about equally active. And that was for a not very well known book (Daniel Deronda). And for the Divine Comedy read, the number of posts varied widely depending on the amount of interest each Canto attracted, but there wasn't a drop off as time progressed -- for example, Canto 29 on Alchemists only attracted two posts, but shortly before that Canto 26 on Ulysses drew 51 posts and the next Canto, 30, drew drew 24. (A new canto thread was posted every day, so those numbers represent only one seventh of the weekly postings.)
So I think if the group is so minded, such a discussion can attract and sustain a continued strong posting record to the end of the work.
But I agree with you, that for some groups and some books, this isn't necessarily the case
