The boy-king, Kelson, gets magic from his father's ring: but also has magic of his own from his mother, who is Deryni.
"The novel is set in the land of Gwynedd, one of the fictional Eleven Kingdoms. Gwynedd itself is a medieval kingdom similar to the British Isles of the 12th century, with a powerful Holy Church (based on the Roman Catholic Church), and a feudal government ruled by a hereditary monarchy. The population of Gwynedd includes both humans and Deryni, a race of people with inherent psychic and magical abilities who have been shunned and persecuted for centuries. The book takes place almost entirely within Gwynedd's capital city of Rhemuth, and deals primarily with the struggle of young Prince Kelson Haldane to secure his throne from the machinations of a Deryni usurper."
There are maybe 3-5 books in the series. A key part about at least the first book is the young person learning magic, going through a trial of sorts to learn it, and I think it comes from a ring, and blood somewhere is involved? (view spoiler)[The young person has to use some special knife/dagger/brooch to I think cut himself, his hand? to activate the ring/magic (hide spoiler)] He gets the ring from the family friend/mentor who I think was away for a while, then came back to the kingdom. I think magic might actually be forbidden to some degree, so the magic teaching is hidden and to some degree restricted, but still has to be done.
The name Morgan comes to mind, maybe for the mentor?
The series leads to a larger plot of some enemy faction that eventually is fought. (view spoiler)[The best friend of the mentor is caught at some point, and somehow brainwashed/forced to work for the enemy, even though he is still basically in control of himself, but he has to do what he's made to. He can't even kill himself, he tries - is told to try - but he can't do it. (hide spoiler)]
