SOLVED. Story about wolves during World War 3 [s]

Read this book in the 90s, it was about a group of wolves who could talk to each other. I barely remember what happened to them, but a 'bad guy' was a male human, product of incest, who was very sadistic and gained pleasure from torturing animals.
Pretty sure it was set during world war 3, there's a scene at the end where bodies are being piled in mass graves, I believe it's implying it's the end of the human race.
