4. Book Synopsis: In the year 2121, police shoot criminals with glue, so as not to harm them. Bank robberies are a thing of the past, so when one comes over the radio, it catches Officer LIESL HEALY and her partner SPOCT(a talking German Shepherd) by surprise. They catch the getaway van using stop tape, and the fleeing suspects with plastic wrap, a cagebot, and a sleep whistle.
Not only will the robbers be rehabilitated but also anyone who negatively influenced them, thus indirectly contributing to the crime. When the spread of negativity is traced, it is discovered they have an epidemic on their hands, and an army of contact tracers is deployed.
While filling out the report, conscientious and detail-oriented Healy discovers some unexplained data. The captain tells her not to worry about it, but she keeps digging, slowing unfolding a growing mystery. Just when the case breaks wide open, the FBI comes and takes over her case. She is recommended for promotion and ordered to go on vacation.
Bored at home, she does some innocent snooping and discovers irregularities in the police database. A hacker friend helps her trace the source to the Congressional Ethics Committee.
Risking her promotion, Healy and Spoct go to Washington to investigate the head of the committee, Senator Connmann, a six-foot-tall alligator in a business suit. She disguises herself as a Texas oil tycoon and gives him a bribe while Spoct records it, all the while trying to control the symptoms of her flaring up bipolar disorder.
When the captain finds out, she suspends Healy and refers her to the police psychiatrist.
Healy and Spoct sneak into a secret government computer facility. When security comes, they hide in a recycling bin, but Liesl can’t contain her giggles, and they are caught.
Connmann gives them false criminal records, and has them sent to an asylum for the criminally insane. Liesl is about to be lobotomized when Spoct hacks the computer, releasing her in the nick of time.
On the run, they do research at the public library and find a book that could help. They track down the professor who wrote The Theory of Collective Responsibility, who gives them a formula that proves scientifically that Connmann is partially responsible for public harm. But the senator traces their computer hacking and sends drones to kill them.
Healy remotely pilots a housefly drone inside Connmann’s office to work the keyboard of his computer, in order to remove the block he put on their computer. They upload Elinoff’s Equation into the police computer. Armed with the new algorithm, which holds people accountable for the effect they have on others, it issues millions of arrest warrants for all sorts of newly defined crimes, such as bankers exploiting the poor, lawyers going along with a corrupt system, advertisers deceiving the public, and celebrities glorifying unhealthy behaviors.
Healy is arresting Connmann, when he blows gluten in her eyes and escapes through a secret tunnel. But this time she wasn’t so trusting and catches him in a glue trap like a big rat. He is sentenced to community service as a crash test dummy.
A wave of new laws is passed based on the concept that we are all responsible for each other. From now on, lawyers and advertisers will be required to tell the truth and politicians will be prohibited from taking donations.
Healy and Spoct are promoted two ranks, to Majors.
