I guess my final decision would be Frank. He proved himself in Venice and in the House of Hades.

Ooh ... all the demigods really proved themselves. That's why I loved this book so much!
There's so much Character development!
I think the reason for so much character development was the fact that Percy and Annabeth weren't in the picture. They had their own battles/ challenges to face, therefore the other demigods had a chance to shine in the spotlight.
