Can anyone help me identify this book and author?

I read a book about a teen whose father is a park ranger in Washington state. She befriends the new boy in town who turns out to be a shifter. She takes in stray animals and can heal. They are in high school in a small "company" town that is run by an "Institute." I can't seem to remember any of the character names, the book's name or the name of the author. Can anyone help?
