Some more information would help you and others search.* Children's/young adult or adult fiction?
* Do you recall the cover, even vaguely?
* What year did you read it? 1990? 1995? 1972? Early 1990s? etc.
* Was it a new or old book then?
* What do they use reincarnation for?
* Anything else you can recall?
It is definitely adult fiction, I read it about 10 years ago but I think it was probably printed in the late 80s or sometime in the 90s. The cover was blue I think with a body floating in water and I think the view was looking up from underneath. The civilization is using a machine to preserve their souls and to create new bodies for them when they are ready to return to life so they can basically live forever. The city isn't Atlantis but they do mention it in the book that Atlantis is a younger city than they are.
