ABANDONED. Post apocalyptic character can detect water?

If i remember correctly, the beginning of the books begins with a girl, the main character,going to school in a post apocalyptic society that is very short on water. She goes to school with a boy who is the son of someone very important. I don't remember much else plot wise, but i do remember there was something about a huge desalinize-ing machine/building in the middle of the ocean that the was broken into. Thats really all i've got. Any help would be appreciated. Thanks!
