I'm fairly sure the series was written by an American female author.
"Talented" people form a mind-bond with cat like creatures that were called ghats (I think!). They travel to towns to sit in judgement of disputes, etc.
Think there may have actually been 2 series.
Female protagonist.
Was a bit older... maybe written in 80s...?
Set on an earth-like planet with a pre-industrial type society.
