He's not another view of the Catholic God – he's the creator of the Pokemon world and he's a ruler. That means he may have to be a jerk in order to keep everything in order, y'know? You can't control stuff with gifts and love forever. I don't know, that's just how I see it?
And catching Arceus is literally just a mechanic in the games. You can't create a Pokemon and not allow players to capture it..
