The Italian description talks about scientists escaping dystopian earth and going to Astra where there is, among other races, an amphibious race and golden apple like fruit trees. (Doesn't say "Astra" by name; but escaping from earth, amphibians and the golden fruit definitely mean it's The Stars Are Ours).

I have both in hand and can assure you by a scan of a couple of opening pages, if the book descriptions alone aren't sufficient, they ain't the same book (no reissuing under new titles).
Plague Ship is in her later Solar Queen series with a group of fully awake traders roaming about the universe in search of treasure--not sure in the series they ever even touched down on planet earth.
The Stars Are Ours is a juvenile dystopian book where scientists are blamed in the aftermatch of the apocalypse and a kid is determined to get his baby sister safely off-planet. Most of the book takes place on earth with only the last couple of chapters having the ship of refugee scientists take off and arrive at planet Astra.
The only thing they have in common is the author.
(I wasn't going to post, but this was one of those books that launched my interest in an entire genre and has been toting around with me since I was four years old -- and it's hard to see book data for those messed up ...)
