This ability is restricted to the GR librarians. Now, to get the right permissions you can apply for the librarian status. I refer you here. https://www.goodreads.com/librarian_m...
Then you should be able to access those options.
I'd rather be able to do it myself.I think I'm already some breed of librarian, at least for my own books; I can create them, combine editions, and so on.

Also, I haven't found the "official URL" field discussed in the librarian manual. Is that still around, and if so, where?
My books are Doha 12 and South . Thanks. "
The "official URL" field is just above the description box.

GR Author status does not give you Librarian status - that's something separate. You have some extra priviledges when it comes to your own works, but outside of that you only are able to do what a normal user can do (like adding, shelving, reviewing or rating books). And GR authors aren't always given Librarian status as the extended priviledges have been abused in the past.
Any request to add characters and other extra information is no problem for us and may be a good solution until you know whether your application to be a Librarian has been accepted or not.
