Confused about highway scene

I'm just confused about the scene where Evan is watching Cassie from the woods, and she discovers the three dead guys.
Did Evan shoot her in the leg (and then do the whole "why can't I kill her???" as in, why did I purposely only shoot her leg?)
Or did the drone in the sky shoot her and the drone didn't know Evan was there?

My next question then is why didn't the drone shoot her? and did it just fly away?

Maybe I'm forgetting something but I don't think the drone shot people, I think it just spotted them! As I said, don't know for sure!

Yeah I think you got it right. Drones don't shot people, they just spot them and then report back or something
