German reviews of the movie state that there are major changes from the book, as most of the story from the books was used in the second movie (? really?).
This discussion on Amazon.Com might shed more light regarding the feedback from the publisher and the studio for questions about an english dubbed / subbed DVD/Blu-ray.
Short version: so far there is no chance for a dubbed/subtitled english version (and legal) which can be bought, both for the second and third movie. The best you can hope for is a fansub/dub.

And the disclaimer:
it may not be legal, depending on where you are.
So far there is not even a release date set for the German DVD/Blu-ray, so that might be released year end (for X-Mas?) or even 2017, although it can be pre-ordered.

Since the seizure of Kickass and the closing of torrentz it has been harder to find such things online, best bet might be Youtube, and then use a tool to download it, as it might be gone soon.
Also they might depend on a rip being available, and that might need the official release to rip first.
If you want to wait, I might view it as soon as I get it, within a week of December 8th (I live in Germany), and report here, so you do not waste your money, the reviews of the movie in theaters where saying as much bad about it, that basically the first 2 movies covered all 3 books, with some things changed (no sister!) and the third is supposed to be not worth watching.

As I had not checked the info on Amazon for some time, I was surprised and am proud to tell you:
there are (optional) English Subtitles. This is certain for the Blu-ray, I just played a few minutes. And now Amazon.de shows English Subtitles for the DVD, too.
Also, if you know a little German or want to check what you understood, there are German subtitles.
Still miffed, that no English dub is available, and this does not help for the second Movie which has no English at all.
Currently both the DVD and the Blu-ray are reasonably priced, cannot say how much shipping will cost to your countries, so be sure to check it. And customs may want a share, too.
Also, the Blu-ray is supposed to be Zone B (Europe), so you may need a Zone-switchable Blu-ray - guess the same might be true for the DVD, there are still DVD-Player which are locked to your country (in the USA: 1 for DVD, A for Blu-ray), often the middle to high-end ones. If you are not sure, be sure to check that before spending money.
