Book without an author

I've noticed another book without an author (see attachment) but can't find a reference of it anywhere. I can't contact the person that added it either as they've got their messages turned off.

Has anyone any ideas, or should I just set the author to "unknown"?

The only book with any similar title on here currently is Gobernabilidad y Democracia: Los Organos del Poder Popular En Cuba: Reflexiones Para Un Analisis a Veinte Anos de Su Constitucion.

You could get an employee to ask the person who's shelved it. I can't find anything on reverse image search on that cover image, but I'm pretty sure it's not the same as that other book to which you've linked.
