SOLVED. Serial killer strikes during sandstorm [s]

I read it years ago and would like to read it again, but I can't for the life of me remember the name.
It's about a series of murders that take place in a town ravaged by a sandstorm. The characters have to stay indoors when the storm is going and when it's over they find a new victim. They race to find the killer before the storm picks up again.
I apologize for such a crappy description. I remember the cover art of the copy I had had a white mask half buried in sand. I believe the title and authors name was in red and maybe looked like blood or something.
