SOLVED. Peasant uprising, leader gets military training from gnomes/dwafves [s]

Looking for a book I read years ago:
*Male protagonist
*Medieval/Fantasy setting
*Occurs several years after a failed peasant revolt
*Is focused on a second revolt starting up.
*Peasants use farm implements and walking sticks since weapons were outlawed after the first revolt
* The protagonist somehow convinces gnomes or dwarves to give him military training so he can train his troops
* Given the training, the troops do things like dig latrines downstream, and far away from the camp and can camp out in the swamp without dying
* The second revolt is successful mostly because of the knowledge they have learned

Been years since I read this, so it might not be, but it reminds me of Elizabeth Moon's spinoff of The Deed of Paksenarrion, Surrender None.
