I most likely read this in 82-86. It was a detective story set around 2020ish. The US was in a war in southern Mexico and the domestic situation was similar to the Vietnam era. Violent protests in the streets including anarchists dressed as clowns smashing things up. Some futuristic technology such as bee sized drones hunting insurgents. My memory of the early 80s is a little fuzzy so that is all I have.

After much frustrated searching I finally found it. Was not given to me by the person I thought. I read this in 96. Published in 1996 set in 2007. "End Time- notes on the apocalypse" by G.A. Martiasz As soon as I find a copy I really! need to re-read this as many of my recollections of it were wrong. At least I hope it was as good as I remember. Jim
