Oh, D5 will have a wonderful time, won't it? XD This is after Effie's time, of course, but I really don't care.
Yeah... I had it all set up so that she was her mother... But I didn't see how it could be her daughter. So WHATEVER. Effie's mother doesn't age. She'll be 60 forever. XD

Personality: It's complicated... She seems very preppy and upbeat, but that's just her "method". Every victor has one. A way to forget the games. She loses herself in a perky and happy person that's nothing like her true self.
History: She didn't have that bad of a childhood. She was a part of the rich sector of her district. Then when she was 16, she was reaped for the games. She won, and went to live in the Capitol. She married a rich Capitol man, who died. (She couldn't stand him). Before he died, she had a daughter who was treated as a Capitol citizen.

Betcha didn't know he reason Effie's so perky, didja? It's because she wanted to be like her mom! When she was born, she was brought to the Capitol. Then was made an escort. She always hoped for district 5, so she could work with her mom, but she got 12.
Reaped or volunteered:
Reaped at the age of 16. No one would volunteer.
Strategy: She got sponsors. She made the people of the Capitol fall in love with her "personality" and the fact that she seemed to be one of them. She asked her stylists to dye her hair and make her look like a member of the Capitol. She was soon a crowd favorite. When she got in the area, all she needed was given to her. But she mostly just tried to stay out of the way until the end. Then she killed the last member in his sleep. And won the games.
Strengths:
People underestimating her. Her true self.
Weaknesses:
She hates pretending to be this preppy Capitol person, but it's the only way to survive.
