Same Book With Different Title

I hope I am posting this correctly, I am fairly new.

I discovered today that both if the books by Andrew Rose are identical. The version with the title, "The Woman Before Wallis" is the American Ebook version. I suspect the title was changed to appeal to Americans who might be more familiar with Wallis Simpson.

Since they are the same book, should they be combined or is there a way to point users to the correct version. The UK version just received some publicity and the various book sellers list it as available in hardcopy with no US ebook, which is not true.

How should this be handled?
