I'm not necessarily an expert on the group, but I was curious about your observation, so I took a look.
First, your assessment is not exactly true. Of the 42 books nominated, 21 have > 1,000 ratings, while 21 have < 1,000. It is actually a minority that have "thousands" of ratings. In fact, 17 of the nominations so far have less than 100 ratings, which actually surprised me a bit. (Maybe it shouldn't surprise me because we seem to have a lot of authors and also "advance copy" reviewers in the group)
Second, I think your point is still worth noting because even though we actually do have a lot of nominations for lesser known works, they do not usually get the most votes. Looking back over the last 4 months, only 1 of the 16 books selected as a group read (Hyde) has less than 1,000 ratings. This doesn't surprise me, because when the winners are determined by the most "seconds", and then a runoff by popular vote, I would expect the more well-known books to get more votes simply because they are, well, more well known.
As to your question, though, I think this group does both (read well-known books and promote authors). It's just that the author promotions happen in the Read It & Reap threads, not so much in the Book of the Month threads. Two of the Book of the Month books are picked by moderators each month, though, so maybe you could convince them to seek out emerging authors with their picks. I guess it depends on what their goals for the group are.
Sorry for rambling on so long, but I love thinking about this stuff. This is all just my opinion/observation, so if people have other thoughts, please chime in.
Meanwhile, for anyone who has an interest in author promotions, I noticed that these books with < 100 ratings have all been seconded this month, and if anyone else voted for them they would most likely be in the 6 book runoff for this month:



Any book can be nominated as long as it meets the restrictions set forth at the beginning of this thread. Only books that are seconded are put on the poll. It is the book with the most votes that wins. I hope this helps.

I love your responses Michael. I also like how willing you are to break things down for people or respond to questions and concerns.
I selected Ocean at the End of the Lane this month, so I have a few months to go before I get another pick, but I am always open to book recommendations.
Thrown one at me, anybody.
PS. I have a huge to-read though, so definitely give me an idea of WHY you are recommending it.

This trilogy should be a movie!!

I did only look at a sample of books. And that sample did have more than a thousand. But, I like your advice. It would be nice to have our books for the Book of the Month for several reasons. It helps authors to not only promote their books but get constructive criticism. "Big time" authors are part of the mainstream book club venues.
That said, and without receiving any seconds on my nomination, I will vote for No Heaven. A book with under 100 reviews, whose author is a part of our group.
