She would probably do well to look for an agent that represents YA fiction to help her place it, if she wants to be traditionally published. I think it is very difficult, if not impossible, to go straight to the publisher (over the transom) as it used to be called. She should look into Writers's Digest or Writerunboxed.com for tips on agents.http://www.agentquery.com/

If a writer is looking to submit to the bigger presses, yes, you do need an agent, but most of the small publishers don't bother with them these days. Sometimes it can be harder to find an agent than a publisher today.

I published two adult books with them. I also published a YA book, my first, with Featherweight Publishing. Good luck!
