Questions about chapter 1

Just started this book last night and so far impressed with the quality of writing, but confused about the content of the first chapter. Not sure if I discovered inconsistencies or if I just need to read a little more to have things explained. Four things I found odd:

**Minor spoilers ahead**

1. The book opens with the author telling us how financially well off this garrison at Albinkirk is. Then in the very next paragraph the Captain pens a letter to his 'lord' complaining about lack of funds to support a proper garrison and asks for more money...

Not a biggy here... I assume some kind of underhanded, greedy, or political motivation here except the garrison is apparently not up to par despite being rich.

2. So the Red Knight has some kind of ability that lets him turn invisible and pass through doors. He turns invisible and enters the nun convent. Walks into a room with 3 people, reappears, and no one has the slightest thing to say about a guy appearing out of no where in a place he has no reason to be. Is this not weird to anyone else that the dialog here isn't "Where the $(*&$ did you come from???!" but rather 'Don't kiss me'... after he has already kissed her....

3. Animals wielding weapons - Perhaps this one was the biggest "WTF" moment I had. Regarding the 'Golden Bear' scene, the author writes at the end 'She (the bear) had his head in one paw and his dagger in the other....'

eh? The bear grabbed the guy's dagger? But wait.. there's more... 'Then she (again, we're talking about a bear here) whirled and sank the heavy steel dagger into the ground through the links of her chain'.

Did I read that right? The bear grabs the guy's dagger and cuts through the chain that binds her? This bear has prehensile hands?

4. A lot of the criticism of this book revolves around too many points of view. That's actually a bonus for me, I love lots of POVs. But we actually have a few chapters so far that are points of view of animals? Really?

Anyway, am I grasping at straws here? Is this stuff explained later? Or is this book just this weird?

It's been a while since I read this but I'll take a crack at it.

1) If I remember correctly, the citizens of the place are wealthy but the garrison is placed there by an upper authority outside of the city (king or something). The people of the city don't feel the need for a serious garrison.
2) He "soothes" them or something. In regards to his interactions with the girl (forgot her name), that was the ONE aspect of the book I was constantly not understanding. Their relationship was just beyond confusing to me.
3) Dat bear is smart, it'll make a little more sense later.
4) Is this a question? The various points of view come together eventually.

It'll make sense.
