				 The idea is that the annotations are content which is significant cataloging-wise, so the contents of the two books are different. (This is opposed to content which is considered incidental, such as forewords; an edition with a foreword would be combined with an edition without.)

What about book that contains the book and a Criticism?
Edit: And what about books with different forward? The differences can be from 1 to more then 40 pages of forward.
Another question - revised and update editions? Combine or not.
