Book title messed up but I can't find the right one

I can take a guess that most of it is "New American Flower Garden", but is the beginning supposed to be "8th" or "13th"?

Lacking any bibliographic record, I'd say just go with "The New American Flower Garden" and leave a librarian note saying what you're doing. I think that's more likely to be the title than something beginning with 8th or 13th.
