Goodreads blocks the import of certain low-quality reprints like that. We don't NAB any that are already in the database and shelved by users, but we have been blocking their import for about 18 months or so.

I seriously doubt that one is any lower quality than any of the others in the database, which all look like low quality reprints.

If someone owns, buys, or wants to shelve one of these (WITH ISBN), it seems ridiculous not to allow it.
