When I entered the words "loitering with intent" into the Wikipedia search box, I was redirected to the following Wiki website: ====>

Perhaps the expression, "loitering with intent" is an idiom, or a euphemism, or a legal term. Does anyone know?

Stuart Woods is a good author but this one wasn't as good as the first in the series. It was kind of like he was going through the motions here.
