Yeah, I think it might be to do with profile settings, maybe you can't accept messages from people who you aren't friends with?

Yep, Miss Judithe will be posting shelf announcements from Japan. So, you may wanna use the time zone converter to see what time it'll be for you. Announcements will be on Sunday mornings, JST. Or, you could also just wait for the first shelf and use that as a guide.
