How did this even get rated yet? Doesn't it publish sometime near mid-end of 2013..?

Probably because everyone who read the first book rated it (whether or not they liked it), but the only people who rated this book (since it's not out yet) are the ones who are so excited for it and loved the first one so much that they're sure this will be good. People do that sometimes, I don't know why, but they do.
People who went to BEA 2013 got a copy. I know it sucks for the rest of the world :(
