I say Jace obviously, but i believe that Clary and Jace were LITERALLY made for each other. Simon is her rock, her best friend. I actually like Simons character cause it shows you a littl more about clary, and if you have ever been in love with two people, one a friend and one a soulmate you can see her point of view.
