Finding a book

The book is about a boy who was a prince that killed dragons in a previous life, he is hunted by an dragon assassin in human form, the meet a god,he befriends the dragon and rides a ancient flying carpet, he has the power to throw metal disks that can cut through anything, in the end an island they are on sinks. Any clue?
