Some questions about Librarian Manual's updates

I tried to upload a copyleft PDF in a book but I can't found the button. So, i noticed that now only GR employees and the author of a work can do that.
This mean that the librarian manual was recently changed.
It will be very useful if every change in the librarian manual can be notified to every librarians by a PM that includes a changelog or the main changes.
Another question, the librarian manual has a version number? I think it would help to easily notice if there is a newest version.
