It mostly worked, but a few times it didn't.
I know our public libraries now have book club sets they loan out only to bookclubs.

My library does the same thing. The have special books set aside for bookclubs.
Our library also has book club books sets. unfortunately, the title selection was somewhat limited and we soon felt restricted by that choice.
Where we've been using library stock, I've been accepting suggestions, which I then screen to ensure there are sufficient copies. Then, once a year, we pick 15 books, of which we'll read 12 over the next year. the extra is to give the librarian some leeway in arranging books.
I would suspect we'll follow the same pattern, but it would be individuals sourcing their own books.

I used to purchase all the books from Amazon and then the members would pay me back. That started to get out of hand and I decided that people could be responsible for their own books.

Our books are chosen by popular vote 12 months in advance to accommodate reading speeds. All members are invited to propose a small number of books. The book selection discussion and voting takes place at a face to face meeting.
The final selection is typically adjusted through discussion to allow for a spread of genres and author nationalities. The books that don't make the official reading list are added to a recommended list which gives a great additional TBR list to our faster readers.
We meet by rotation at our members homes once a month. Some members prefer to host their book others are more flexible. We're in our 6th year and this format appears to work well.
I run a book club that meets monthly and, due to a change in the library's catalogue system, we can no longer have books on loan to the group, they'll need to be on loan to each person. Meaning each person will have to source their own copy, rather than the librarian doing it centrally for us.
I imagine that other groups operate with each reader getting hold of their own book, I just wondered how other groups function and how successfully this works in practice. It will be a change for our group, and I'm a bit worried how they'll deal with it.
