Those lists are set by number of edits. This means that in countries with few active librarians, users who have manually added several books can end up on the lists.
As far as requesting librarian status, the most important part of such applications are the reasons you provide as part of the application process.

Yeah, perhaps. I didn't realise that I have added a few books, and that I could do it despite not being a librarian.

As far as requesting librarian..."
Well, I tried different approaches, the main reason is that I want to help GoodReads.
I had to close my account, but the first time I registered I was a Librarian (Nickname could testify it) and I gave the same reason: I was accepted in a few hours. Now, it seems that this reason is not accepted anymore, and I'd like to know why.

Maybe more librarians are not needed at this time. Or maybe goodreads looking for reasons matching some specific language, genre, tasks, or whatever the current librarian needs are.
I'm not staff so don't know. I would guess that any time you saw this group's threads having requests taking a short time to answer might = plenty of librarians and if a long time to answer = maybe more needed. Plus whatever needs staff perceived that application reasons matched up to. A number # librarian in a particular country may give them something to look at in terms of how well the book adds followed librarian manual guidelines; but, I don't know if they even look at that.
I do know you won't get an answer on your application unless accepted. They don't tell you if turned down or if being held until more librarians needed.

Perhaps they saw that you used the same reason both times. Nowadays there are a lot of librarians on Goodreads so perhaps a different reason is required.
Threads rarely take more than a few hours to get solved (usually only minutes).
I asked thrice to be a librarian, I've never had an answer but, after some days, I was able again to apply as librarian.
So, why?
