Another not a book connundrum

I am trying to add a book with ISBN# 030710494X

I physically own the book and have double checked the number. From a previous post about ISBN#'s flagged as not a book, I didn't see a solution on how to fix this. Any help would be appreicated :)

Author: Norah Smaridge
Illustrator: June Goldsborough
Publisher: Western Publishing Company, Inc.
Year: 1974

There is another edition with a different ISBN number in the database as well.

That ISBN seems to belong to a coloring book. Of course, that could be a re-use of an old ISBN.

The book I have is not a coloring book. Is there any way around this?

I added it to the request I have in, but as I mentioned, it requires a developer and is not high priority, so it will probably take a while.

For my future reference, if there a procedure/policy on old books where the ISBN number has been re-used?

When there's no NAB issue involved, they are the second kind of alternate-cover edition.
