Its about the inhabitants of a city that cannot leave the city walls because of something bad happening outside (its a ploy to contain and control the people). So, in order to distract the people, they've created a game, of fictional battles between teams of people with powers and skills (NOT like the Hunger Games). The main male character is the leader of a team that always fights against another team whose leader is a female. The man falls in love with her, always harrases and pursues her but she resists. Finally, he challenges her to a game of mouse and cat, but only between themselves and outside the walls of the city (which is prohibited). She has to run, while he has to catch her. if he succeeds, she has to surrender to his seduction. As she runs away, she finds out the lie of the walls and how the rulers of the city try to control the people. Enter something about her twin sister that died in a vague memory, and now watches over her from heaven with the help of Gods and Goddesses.

Not sure if it fits, it's been a while since I read it and I didn't really like it to start with, but your description reminds me a bit of the Cast series.
