Hello Martin, from what I've read you only need a new isbn if there have been significant changes to the book itself.
For example, if you are correcting typo's, grammar or minor editorial issues or even updating promotional material (samples, reviews, author bio) you do not need a new isbn because the story/material is basically the same.
If you are adding or removing chapters or changing the ending you should get a new isbn. The book itself is a different book.
Think of it like a renovation. You can paint or put in new carpet but if you're going to move a wall or window you'll need a permit
For example, can extra factual content be added? Can a chapter from a forthcoming book be added at a later date as a promotional tool?
