Another conclusion, maybe the voice over the intercom decided, that it would matter more if the shooter shot any of the other hostages.

For one, Nellie was more likely to get to Amy and Dan, but also Isabel is a big shot in the Vespers. Just keep readin kid.

During the scene where the Vespers shoot Nellie, the gunmen originally aim to shoot Natalie Kabra. But the voice over the intercom says, "Not her," but tells the gunmen to shoot anyone else they choose.
Somehow, during all my rereadings before this, I never picked up on the strangeness of it, but today it felt weird to me that the voice would tell the gunmen to shoot anyone but Natalie. Here's what I think. The voice on the intercom is Isabel Kabra, the suspected Vesper 2. She doesn't want the men to shoot her daughter.
Granted, there is something wrong with this theory. Isabel is a psychopath and cares about no one but herself and has already disowned her children. I highly doubt she would care about them in secret.
Of course, it could be that it was actually someone else, and not Isabel Kabra, but the only other person who would care about Natalie that much that we've actually met is Ian. I don't know if he is actually a Vesper or not, but I don't think he is.
