Yes, they have in the past, and it's been messy. Currently Edvin, the leader of the Agents (my charrie!) is working on an alliance with Kitty Spikes, the leader of the Rebels. Some STWs are opposed to it however, the majority agree that if they want to beat the OTWs, it has to happen

sweeeeet! yay Edvin will be happy XD Once you've made him/her, go ahead and bring him/her to Clary's Mansion, that's the current headquarters of the Agents. They're currently in the middle of a faction meeting, discussing the idea of the alliance I was talking about before, among other matters.

Oh and kitty spikes the Rebel leader doesn't agree with the agents second in command since that had what some might call a bad date xD (he basically flew and threw her in the air) and they asked for Julia to stop being a leader so they can work the agents and that's where Edvin kicked in

ohhh right. Yeah Julia Fox used to be the Agents leader but Kitty refused to work with her so now Edvin Waters is the "temporary leader"

Oh and Anas Kyle (the one Kitty doesn't get along with) isn't second in command now that Julia isn't leader :P Julia is is second and Annalise is his third

Either way, it doesn't matter. It would be nice if they had a power useful in a fight or good weapons skills, though. (As you can imagine, a lot of the Agents aren't necessarily the best fighters)
