This is a fantasy book I read a long time ago. I recall that it was a desert world, and there were a few people around that could tap the life force of living things in order to cast magic. The emperor builds a giant stadium supposedly to give free entertainment, but it was really a trick to gather as many people into one small area, so he could trap them, and steal their life force so he could become a dragon...

For the life of me, I cannot recall the title or author.
