I read this book in the early 1990's. Set in America. There is a single mum who moves to this town with her child. The Town is purpose built i think, based on science and finding cures. The one think I do remember is that the mum cuts her finger on a peanut butter jar, and when she goes to hospital they do something to simulate appendicitis then they implant a tracking device in her.
