Yes, it was inevitable. When his "protege" was promised more financial rewards as a newcomer, his envy was the natural outcome. Reddington did not seem to reward long service, just the more recent results of that service.
That's the problem with dummies like Armando. He was so anxious to please Reddington he never thought of the long term repercussions of bringing in someone as skilled as Wheeler. Such is the way of sycophants.
You nailed it. If Armando had any enterprising instincts, he would have buried them way before this, knowing Reddington as much as he was able to perceive him.
He was so stupid! If he had killed Wheeler, Reddington would have immediately known Armando did something and would have killed him (as he did anyway).
