This part of the story did seem to reveal Noah as under prepared for the huge possibilities that Raphael might have encountered with Reddington, especially after the latter knew LCR was after him.

One single cell phone with long-distance GPS did not seem enough safeguard, to me. What did you think?

I thought this completely unbelievable. Here was a golden opportunity and he hands the kid a phone??? This isn't Noah.

Yeah, where was the watch with gps tracking system? That would've been more believable than the phone. Though with the time constraint, it didn't leave lots of time to prepare Raphael as the invitation was on Reddington's term. Either accept it now or miss the opportunity. I have to give Raphael credit for being able to stay undercover with no formal LCR training.
