Poetry and what constitutes getting "published".

I've seen a lot of this and I wanna hear opinions. There's a lot of these "coffee table" type poetry books out there. Collected works. Win a contest on a poetry website, even some scams that make you pay money, etc that do actually result in you being in this book. Whether it sells or not. Given those circumstances do you think said poet should be able to tell people that they are "published", without any qualifiers?
