How did the Charlie and Silas version of who began the letters knew that? How sure they were their future selves will read it?

Chapter 1: (view spoiler)[ I like how it starts in a similar note than Part 1 but as he has the letters, it's still different.
I'm still not quite sure about how the letters work though. I mean, how did they know the second time that it had happened before? Maybe it has happened more times. But it was clever of them to have everything written down. At at least this time, Silas found the letters sooner. (hide spoiler)]

Chapter 5: (view spoiler)[ Where is she? I'm not sure I believe she's in a hospital. She didin't have any money, and the nurse makes it sound so... weird. Also, why Sammy? Maybe she had come there before, as the nurse makes it seem, and wanted to give a fake name, but I'm not sure how that would work, because a lot of people know her and she would have to present some sort of identification or medical card.
I don't trust this place, it seems like they want to control her and what she remembers. I want to know who they are. (hide spoiler)]
